M2 Foundry's mission is to develop and build startups that deliver dual-use technology for the national interest. We identify technology solutions that can serve a critical need in both the public and private sectors and build startups to develop and commercialize those solutions.

We are at a pivotal moment shaped by rapid technological change and complex geopolitical shifts, with artificial intelligence driving real-time transformation across industries and societies. However, the systems that once supported innovation—both public and private—have not kept pace. Traditional venture capital pushes startups toward high-risk, high-reward outcomes, while government funding favors slow, narrowly focused development, leaving many promising technologies stranded in the “valley of death.” To meet the challenges and opportunities of this new era, we must rethink how we fund, scale, and support innovation in a world where talent, data, and adaptability are the new competitive moats.
